Rebuild cfg file. Keep a backup of the old one and go with the defaults from RBTI then adjust from there. I guess you have one that's rouge on the server OS my first thought.
Do you have RBase Admin ? To see user count. I think if still works on 9.1 just haven't needed it myself yet. No problems like you are having, sorry.
