[RBASE-L] - Re-installing 6.5++ for windows

I need to reinstall the above in order to convert an old dos database to 
windows.

So when trying to install, I get the following message:
"The operating system is not adequate for running RBASE 2000 (ver 6.5++) for 
windows"

and then it aborts the installation.

So can anyone tell me what this means and what to do about it?
