USE INSERT rather than APPEND to get your data into the table.

No, the data is inserted into the perm table then tag printed, and the data 
never gets to the perm table when it fails.

Tom:  Is your label based on the temp table or the perm table?  It doesn't 
happen very often, but occasionally I have had temp tables go corrupt and seem 
to "lose" the data.   If your label is based on the temp table and you want to 
keep it that way, maybe put something like this in the program right before the 
print:
       output table.txt
       select all from <temptable> where <same where as your label>
       output screen
Then as soon as they have a problem you can dial in and look at table.txt to 
see if RBase thought there were rows in the table.
