In addition to wonderful suggestions and solutions provided by John Docherty
and Bill Downall, you could also try the following technique:

Here's how ...

01. While in Report Designer, place a "Rich Text" object on the Work Order
    Break Footer [0], and make sure the option for "Stretch" is checked.

02. Double-Click on the on the "Rich Text" object to Edit the contents.

    Type anything, such as, static instructions, and make sure to customize
    the paragraph, font, font style, etc. (just like a word processor)

03. Now setup the "Duplex" properties of the report as following:

    Report Designer|Main Menu|File|Page Setup|Printer|Duplex|Vertical

04. Save the report.

That's all there is to it!

Let me know if you need a sample report to demonstrate the use of such
functionality in in R:BASE eXtreme 9.1 or R:BASE eXtreme 9.5 for Windows.
