I would love to upgrade but since 6.5 and 9.5 can't talk to the same
database it would require roughly two man years of work before
switching over and the client can't afford it. My guess is that
there are other developers with the same situtation.

You may be able to define a VM on Windows 8 and then run
6.5 within it. I have recently encountered problems with 6.5
running on 64 bit Windows 7 Pro. Keymaps quit working, among other
things.
