I found the reason.

I placed the second panel on the first panel instead of on the form.

Yes, I checked that.
The controls move with their expected panels.

Dennis,

Is there a chance the controls are not on either panel, but on the container
that the panels are in, and are coming to the front when you send the panels to
the back? Do controls move with their panel?

I have a form with 2 form-sized panels.
In the past, In design mode, I could just sent a panel to the back to show
another panel to work on.

In this case, all the controls on both panels are showing, not a good thing.
The panels are not set to transparent.

Any blues clues?
