How very strange.
I run 4 Rbase directories. 2 run our Menu, 2 are my working directories. All hold the exact same files. I have verified that the modified Command.INI is present in each of my Directories, and also include the Rbase EXE file.
Editing the Command.INI  with RBEdit always brings up the modified file.
Using it,  ie:  Pause(F5) always brings up the original.
Even tried a re-boot.
Where is it getting this information ?

The COMMAND.INI fie should ALWAYS be in the folder with .EXE, as with
the default installation of R:BASE eXtreme 9.5 (32/64).

So, in your specific case, move/overwrite your customized COMMAND.INI
into the default RBG95 folder, such as \RBTI\RBG95_32.
