[RBASE-L] - Compiler question

It is my understanding that if you compile resources(forms etc) that they will 
be used in you app.  I am converting all my locations to external forms.  While 
doing this I created a new label on my master program and it runs fine but when 
I tried to run the app at another location that label does not show up on a 
choose command so my question is-does the form have to exist in the actual 
database to use the choose command?
