SET ZERO ON tells R:Base to treat no data (null) as zero in numeric calculations. The setting you need is
SET EQNULL ON/OFF
NULL <> NULL will only work if EQNULL is set ON
IDP12MA <> 1 will fail when IDP12MA IS NULL unless EQNULL is ON

The only way it works is if I add another selection criteria:
select * from TABLENAME whe (IDP12MA <> 1 or IDP12MA is null) and IDP14PHI <> 1 and INADATE between '12/01/14' and '12/31/14'

Why do I have to add that if Zero is set on?
