I have used Themes for long time. The default theme for my applications is
Longhorn, but users can select any theme they want and store under
preferences with their User IDs. Each form has a couple of lines of code
that check if the user has elected a theme and if he has it uses that theme
for the form, otherwise it defaults to the Longhorn Theme. User love this
feature a as they can customize the entire application to a color/theme they
like. I imagine there might be some overhead loading the form theme, but
once it is loaded there should not be much of an overhead.
I too was hoping to be able to change the color of the drop down menus for
Themes. I like the Longhorn Theme a lot but the drop down items use a black
font on a dark blue background that is hard to see/read and I would have
loved to be able to change just this feature, which is the weak link on an
otherwise ideal theme.
I really wish there was way to modify the themes themselves but If I
understand correctly, this is Windows issue...oh well.

Nevertheless, I ask my clients free to choose themes.
