Scrolling Region's "Selected Row" Color property controls the
Highlighter color of selected row.

Here's how ...

Form Designer | Scrolling Region | Object Property | Colors |
Selected Row

This is where you will define the color for the whole record
when focused.

Programmatically, you can achieve the same goal by using the
PROPERTY command as follows:

PROPERTY <Component ID> SELECTEDCOLOR 'Value'
RETURN
