You are not dumb!
That exact symptom has to do with the MS security when any executable
such as RBG95_32.exe or RBG95_64.exe is trying to update and/or copy
anything such as RBENGINE95_32.CFG or RBENGINE95_64.CFG placed under
\Windows folder.
Keeping everything in perspective, here are a few suggestions ...
01. With Administrator privileges, manually EDIT the .CFG file in
\Windows folder
02. Run RBG95_32.exe or RBG95_64.exe as an administrator
RBG95 shortcut | Properties | Compatibility | Settings
[x] Run this program as an administrator
03. Using the RBG95 Settings interface, save the modified .CFG into
a temporary folder with all changes and then exit the R:BASE,
and manually copy/overwrite the updated .CFG file into \Windows
folder with all your Administrator permissions, etc.
