RBWin 6.5+ let's you build a FK even if some of the rows are orphaned. Is
that right? It prevents you from entering an orphan, but if they are there
already, then building or rebuilding the FK does not give an error.
I found this when a client got a corrupted database. Some rows of the PK
table were missing but their orphans were still OK. The client does a PACK
procedure every night but the rebuild of the FK never gave an error so we
didn't notice the problem for a long time.
It's the same in 6.1.
Is this the proper behaviour?
