We also had a problem like this in RBD 6.0a.
We found that it was due to a video card driver problem that happened in
R:Base for DOS in full-screen mode. If the user hit ALT-ENTER and made the
DOS window display as a windowed-app, it would resolve this issue.
We experienced this problem most-frequently when using Intel i740 chipset
video cards like the Express 3D 4MB and 8MB. Upgrading to the latest video
driver version also somewhat relieved this issue.

Look and see if they have recently put on Virus protection or some other
TSR that is hogging the system. I recently had to change from McAffee to
Norton because our company changed and I have noticed a lot more drag I
call it as you are experiencing.
