Visio works for me.  You must have the following settings in both RBASE.CFG
and OTERRO.CFG:

QUOTES '
PLUS +
SEMI ;
MANY %
SINGLE _

MULTI ON
TRANSACT OFF
AUTOCOMM OFF
AUTOCONV OFF
AUTORECO OFF
AUTOROWV OFF
AUTOSYNC OFF
AUTOUPGR OFF
COMPATIB ON

I use Visio Professional 4.5, an older version.
