Unfortunately, Outlook does not seem to check any of this when relying to an email. So if I reply to an html it goes out that same way unless I tell Outlook to reformat it.

It is universally readable. I am at this minute using Microsoft Internet Explorer 5.5 to do web mail using Netscape. In the options, I am able to select plain text for any selected address in my address book, or as the default for all addresses. If you are using Outlook Express, the NAME tab for a contact in the address book has a tick box on the bottom left to send mail to the address as plain text only.
