If you use the RBEDIT at the mighty R> prompt, while using 
The R:edoubtable R:BASE 2000 (version 6.5++) Build:1.850xRT03, 
released on December 31, 2001, there should be absolutely 
no problem.

If you are using the external (stand alone) version of the 
RBEDIT.EXE, dated 06-15-2001 6:55 am, then, you'll need to 
re-download the UPDATED R:BASE 2000 (ver 6.5++), Inline 
Patch-1, Build:1.850xRT03 for DOS,which includes the updated 
stand alone RBEDIT.EXE for 6.5++, dated: 01-13-2002 4:30 pm.
