Well there is another computer/laptop on your network acting as a server with the Tango installed and using the Key.
Because this is defintely a licensing issue. I have watched as one server goes down when you start another server with the same license.

Check the T4SERVER.INI on all servers again to make sure the key numbers are different

Subject: Re: Mysterious persistant non-reproducible error in R:Tango

I am at a loss. This is much simpler than I expected. Today I downed the dev server, and on a third box installed Tango server fresh.

As soon as Tango service came up, my production server WENT DOWN. Same WRONG error message about "application file not found or invalid". All sites. All files. Same error. Downing Tango service on the second server IMMEDIATELY restores function on the first server.

Let me emphasize that this is a perfectly legal, separate license.

Tried the listenerport change. No effect. Nothing about licenses in the tango logs, just the verbatim error message.

Quite frustrated,
Paul
