I personally like the book "HTML Second Edition" from sybex.
You then use a series of write and select command to make your html file.
Take a look at the SELECT command and it has an HTML option also.
You could also do something like:
(I will change open angle brackets to square brackets so it doesnt mess w/ 
your e-mail format.)

out test.html
write '[html>'
write '[body>'
write '[h1>My Test HTML file[/h1>[br>'
write '[table>'
set headings off; set lines 0; set width 240
select '[tr>[td>', col1, '[/td>[td>', col2, [/td>[/tr>' from mytable .....
write '[/table>'
write '[/body>'
write '[/html>'
out screen

zip command /c start iexplorer.exe test.html
