I've been thinking about all the strange things your report designer is
doing, and I'm thinking that you  might have something funny in either your
RBASE.CFG or RBASE.INI files.  Just for kicks, I'd rename the old ones to
something else, search your hard drive for any others and rename or delete
them, too, then open R:BASE and let it re-create new files.  If nothing
else, it can't hurt!

Out of interest, one of the things that was happening earlier this evening
was that when I clicked on an object in the report footer, a variable, the
designer duplicated it a row or two down - just a single click, nothing
else - so I had two objects the same. It would do it for every object in the
footer! It was then that I noticed the lowest dividing green line was
missing. Sometimes the duplicated object would be partly below the
horizontal scroll bar when I was at the bottom of the allowable area.
