The same thing would happen in windows explorer/my computer window if you click on the .CSV file.
Windows has a database of Associations between the 3 Char. extension and the application to run it.
When Excel was installed it setup an association with the .CSV extension
 
So If another program was associated with .CSV extension, it would come up when you launched..
 
You can change the association by opening a "My Computer" Window and the clicking on "Folder Options" under View.
then click on the file types.

change the file name to file.csv then it will put the data in separate columns accordingly.
