Back in the DOS days, I wrote an autodialer to make phone calls.
I have never tried this with the windows version, but if you know what com 
port the modem is on, you should be able to open it and write modem commands 
to it something like this:

R>out com1
R>write '&atdt'
out screen

In todays plug & play world, you might not know what com port the modem is 
on.

It would probably be easier to get e-mail service set up on the pager and 
just send an e-mail to it.
