>From the name of your batch file, I would bet that LAUNCH ran the correct
batch file, but the file itself tried to start or launch something with an
FTP extension, which on your system has become associated with IE.  Could
you post the batch file?  Also, if you put something in the batch file
unrelated to the ftp (like, starting a copy of Notepad), you will be able to
see whether the batch file is running or not.
