What version are you using? There _seems_ to have been a change to the way that saved layouts work in the latest patch.
I have reported this to RDCC but not had any feedback yet. As far as I'm aware, if the layout was saved for a user then that _used_ to be displayed however the browse or edit call was made. It now seems to work only from the R:>. You should be able to set the background colour via the browse/edit commands and the foreground colour using SET COLOR FOREGROUND - see R:Syntax for the details.
