No DOS software ever sees the additional long file name information from
Windows.  However, they do see the files with the encoded 8.3 name.  In your
case you can use:

SET VAR VFILE     = 'R:\CYBERC~1\DATA\ICT200~1.TXT'

or something similar to get to the file.
