Here is one solution (tested using 6.5++ patch 2):

CREATE TEMP TABLE LabelCount (LabelNum INTEGER)

SET VAR vCount INTEGER = 30 -- or whatever number desired

WHILE vCount > 0 THEN
  INSERT INTO LabelCount VALUES (.vCount)
  SET VAR vCount = (.vCount - 1)
ENDWHILE

You will have exactly 30 rows in the table, and believe me, it does not take R:Base 
very long to do something like this, no matter how many rows you need! 

If you want to use Dennis McGrath's suggestion of a permanent table with say 1,000 
rows, simply take the word TEMP out of the above command set and change the 30 to 1000

You can then 

LBLPRINT TheLabel WHERE LabelNum <= 35
