        I have encountered exactly that problem under both NT and Novell.
AFAIK it used to be caused by SHARE locks not being released which would
require a server reboot; however, since about version 1.850 it acts more
like an RBase problem where users DISCONNECT but RBase thinks they are still
there.  This is much easier to fix.  The solution is to have all users
DISCONNECT and then have the reload user connect with MULTI set to OFF.  The
phantom users go away.

        Is the reload user connected to the db with MULTI set ON?  If so you
could have phantom users present which prevent the db from being deleted.
