The page footer band is designed to print at the "bottom" of each page.

If it was set to dynamic, guess what? It will shrink or stretch based on
other report bands, controls, etc., and no longer will be the "page footer".

I bet, you are right-clicking on the [Page Footer] band.
FYI, the page footer band can't be dynamic height.

If you need to set the height for other bands, make sure
to right-click on the appropriate band.
