Actually, you are not missing anything.
While in the Form Designer you have to make sure that your mouse is focused on the right control. Then, use the right-click key for either Tab Control Properties or use the option to go to New Page, Next Page, Previous Page, Goto ...
The key is where to click!
Clicking on the Outside edge of Tab Control will give you those options.
If your mouse is focused on a different control, you may want to press [Esc] key three times to move the focus away from any other control(s), then click on the Tab Control and access the properties, etc.
Last but not least, you may also access the properties using the options like:
Form Designer Main Menu > Layout > Object List > Additional Controls > Highlight the control and click on Object Property.
