I used the send to back on the wallpaper and transparent objects still
appear as the color of the form instead as the wallpaper color.

When you put the wallpaper on the form and it still has the focus,

I have noticed that the transparent property takes the color of the
panel or form behind the wallpaper instead of the color of the
wallpaper.

You might try changing the color of the form\panel and see if has any
influence on the radio group\enhanced group box.

I can't seem to get the Transparent property on variable radio group to
do anything.  I have the default wallpaper behind it, but the box still
draws in non-transparent fashion.  Same with Enhanced Group Box.
