Here are your options:

01. Find the good backup of SERVER6.RBG file and replace
    the damaged one, on your server.

    OR

02. Find those individually serialized LAN Packs and
    re-create a fresh SERVER6.RBG file to get back in
    business.

    OR

03. Switch to R:BASE 7.1 for DOS for a smooth transition
    from R:BASE 6.x DOS and then you will never have to
    worry about that issue ever again. (not to mention the
    engine-level enhancements and fixes in 7.1 for DOS).
