Both "SKIP TO" and "SET_FOCUS" should work accordingly in the latest versions of R:BASE.
Currently, "SKIP TO fieldname" or "SKIP n" options are not supported in an EEP when used in Scrolling Region control.
Future updates/versions of R:BASE 7.x/V-8 "Turbo" will support that.
And this bug of SET_FOCUS not working when a form starts is not a bug! I just found out that the anomalous behaviour occured when I was TRACing program. When I RUN the program everything works fine. So, never mind.

In my reported bug, I found that the SKIP and SET_FOCUS both do not work when the EEP had a DIALOG command.
What exact version and build of R:BASE 7.1 are you using?
Maybe I need to do something about SCREEN RESTORE?
FYI, SCREEN RESTORE command is now DOS Only.
