Unless they are the V-brake version (the 287V), they just will not  
pull enough cable.  My advice would be to switch to cantilever brakes  
or to get levers that pull enough cable.  I'd skip the Travel Agent  
type thingy; the are a PITA to set up and are just a kludge.  I hate  
V-brakes, so I'd nudge you towards cantilevers, but that's just me.

I'll second that with a qualification.  I found the 287V levers to  
work well with the Tektro "shorty" V-brakes but not with the full  
length V-brakes.  I've never tried the Tektro levers Jim speaks of.
