Peter Yes, you can run panniers
Do you have the Piccolo already? If not, buy mine for cheap. My kids have outgrown it. I have two moose racks so you can set up two bikes for one Piccolo When the Piccolo is on there, you just hang your pannier on there as if the Piccolo wasn't there. It totally works. The only consideration is that your hooks are big enough to fit around the fairly chubby tubing of the moose rack.
