Tubes are not all that finicky when it comes to sticking them into a tire casing. I've used reeeeeeaaaaallllly small tubes in bigger tires with little direct issue on smooth roads.
You should have seen the fun I had trying to change a flat tire in the rain on a century ride inserting a 32-369 (i.e., 17 x 1 1/4") Moulton tube into a Rolly Poly tire on a Rambouillet... Round and round I went, and as I tucked the tube into the tire it came right out on the bottom; it is a testament to the state of my mind at the time that it took several minutes before I noticed how much smaller the tube was than the tire. The fact that the "1" on the tube had been obliterated, leaving a perfectly reasonable "7 x 1 1/4" visible, only made things worse.
