Agreed.  I've had that experience on similar bikes.  Never on the Spectrum 
because the Spectrum has no rack bosses.

But I think the point we are both making is that weight above the center of 
the bike is going to effect ride differently from weight above the back or 
rear.

How this translates into improving ride by reducing bike weight is more 
sketchy.  Would a somewhat lighter stem or brakes make all that much 
difference?  You can get lighter hubs, but hub weight being lower to the 
ground as your panniers should not have as much impact on performance.
