Knickers.  Even if you have to buy something custom/tailored. My wife makes 
ours from thrift store wool slacks, but they are so good that I would pay 
to have that done for me. My favorite set for the 25-45 (for us in Redding, 
Ca. that's about as cold as it gets) degrees F days started as heavy wool 
slacks from the Salvation Army store, cost $3(ish). Triple layered wool at 
the knees, double up the thighs, and single layered in the back. She uses 
what she cuts off the lower leg for the extra layers and tapers the entire 
leg all the way to the hip. So if you have the budget, go spend two hundred 
on exactly what you want. I don't normally recommend spending money on 
'fancy' stuff but I can in this instance. They were a real game changer for 
me. I go out in anything here and I am OK (on the bottom) half. I have 
never had that before.

My previous best setup was a pair of Black Bottoms' (Snow Canyon?) heaviest 
tights. But they pail in comparison in every way, so they never get used 
any more.
