Not a Heron, but a similar vintage Rivendell with the same issue.

My '97 Riv Road fits a 700x28 max, with less than 2 mm to spare under the
brake bridge.  Even though the brochure says it should clear a 35.

This made it a good candidate (in my mind) for 650b conversion.  Now it
fits 38's!
