Peter, here's a quote from the Touring Store  *Note:  *An easy way to 
measure seatstays, rack tubes and fork blade diameters is to use an 
adjustable wrench (also called a crescent wrench).  Dial it down on the 
tube, slide it off and measure the gap with a ruler -- preferably in 
millimeters, but standard is OK.  We can convert.
