The Ram brochures advertised 32 mm tires with fenders and I remember GP writing that Jack Brown's will not fit with fenders. I also remember one poster who was able to rig the fenders to make it work. With hongo fenders my Ram maxis out at 30 mm actual and I run Grand Bois Cerf at 29MM. I think that's the design point for this frame and that's where the bike will perform its best.
I'm not sure what kind of winter the OP experiences but I don't think of my much loved ram as a winter bike.
