Some handlebar bags attach to the stem. Porteur racks do not.
There's a huge difference between the two concepts: no reasonable person
would put > 5 kg in a handlebar bag even with the best possible setup
(and that's a rack low down and a decaleur at the top of the bag), and a
bag mounted to the handlebars with a klickfix type device wouldn't be
suitable for anything near that much load.
I just know front loads on my Rivendells was horrible for flop and
handling.
Indeed, exactly what you'd expect, given the geometry.
