Paul Racers are available as braze-on only (to be mounted on a fork with
dedicated braze-ons), or the bolt-on version (which I have) which has a
bridge between the arms to mount to the standard brake hole.

The only old centerpull bike I've owned had MAFAC Racers, which were
excellent with new Kool-stop pads.  You could find a vintage bike with
MAFACs and use them for the cheap-yet-stylish solution.

I have no direct experience with DC 750s, old or new.  They definitely have
better fender clearance than R559s, but I can't attest to their stopping
power.  They would fit perfectly, though, where the R559s might be tricky
with 650x42 tires and fenders.

Saluki and 650b AHH have the same brake reach (and are basically identical,
though I'm sure there have been slight tweaks to the AHH design over the
ensuing years).

All rim brakes are improved with Kool-stops (excepting those brakes for
silly carbon braking surfaces).
