I just built up a 60cm Yves Gomez for myself. I'm 6'1" and have an 89pbh. I'm sure she'll have no problem at all with a 60.
Here's what Riv says as to fitment for the current Cheviot: *60cm* TYPICAL RIDER HEIGHTS: women 5'6" 1//2 to 6'2, men about 5'8.5" to 6'3". PBH 84 to 94cm SADDLE HEIGHT 73cm to 93cm. You can fit a bigger Cheviot than a Homer or a Sam or Altantis or Hunqapillar, because there's no top tube to hit your crotch.
