A couple of weeks ago in downtown DC I saw a powder blue Surly - Pacer, I think - that had a bolt like that, only perhaps an inch longer. That ownere used one nut at the chainstay bridge and another at outside of the fender, leaving the section of bolt where you have the leather washers visible. At first glance it was rather strange looking - in fact, I thought at first it was one of those spring setups some use to move the front of the fender forward to accommodate horizontal dropouts.
