If the use-case is strapping things on top of the rack, my workaround is to 
only attach the straps to the top. I never take the straps all the way to the 
bottom.  There are plenty of nice corners on the top to find places to hook 
your hooks.  

In addition, the only time I use bungees at all is in nets. For all strapping I 
use Irish straps or Arno straps.  When you strap connects to itself you kind of 
make your own ends.  I also like that they don't stretch so you can get them 
really tight and they never snap back at you.
