Probably all relative , and rim choice is probably more important than an extra 4 spokes at this circumference. I'd think a 26", 32 spoke rhyno lite would be quite a bit stronger than a 700c , 36 spoke dyad. I have a couple of 26", 36 spoke, phil wheelsets, and they honestly seem overkill for any load. I think you'd have to expect something like that to be custom only.
