By my measurement standover is just about 88cm with the current Xplor 700x40 - FWIW I have a 91cm PBH and have never had any issues.
Would be happy to ship internationally for whatever the difference between international and avg US shipping costs. Haven't checked in a while but I think Ship Bikes will deliver to most countries and can give a rough estimate.
