I'm 5'10" with a 86cm PBH 75.5cm saddle height.  If I were to buy a Roadeo 
it would definitely be a 59, and I would most likely run a 10cm stem 
extension.  Grant is right that if you want your Roadeo to look kind of 
like a 1980s racing bike or a snazzy steel club bike, then a 59 for your 
height and PBH could definitely achieve that.  If you want to run your bars 
up near your saddle height, or are looking for more of that 1950s British 
"fist full of post" kind of look, then I imagine you'd be more at home on a 
61.
