Seems to be a desirable bag - if it were mine, and I didn't have a
sentimental attachment to it, I'd look for an alternative use for it or
sell/trade it and replace with a bag that works better in that space. I'd
try to avoid surgery, even without a sentimental attachment - it might be
under-engineered, but it appears beautifully crafted.

One alternative I'd consider is attaching some type of standoff either to
the bottom of the bag, back edge of bag, top of rack or backside of
seatpost so as to support the bag so it's sits at less of an angle, such
that accessing the buckles is less obscured and the buckles don't contact
the rack.
