Considering the British bits on it and the lack of cable guides for routing the rear brake cable, I'd guess it was likely from the 1970's, possibly brought over from the UK. Hard to guess the quality of the bike, but the lugs are quite plain, so possibly not considered high end in its day. Might ride well, which would be the main thing.
